जवाहर नवोदय विद्यालय समिति के द्वारा नवोदय विद्यालय में नामांकन के लिए प्रवेश परीक्षा का आयोजन करती है परिवेश परीक्षा के आयोजन के आधार पर नवोदय विद्यालय समिति के द्वारा जितने भी नवोदय विद्यालय में खाली सीट होते हैं उसके अनुसार सिलेक्शन लिस्ट जारी करती है जिसके आधार पर परीक्षार्थी अपना नामांकन नवोदय विद्यालय में करते हैं जिस नवोदय विद्यालय में नामांकन हेतु जिन छात्रों का नाम आया हुआ रहता है परंतु कभी-कभी ऐसा होता है स्टूडेंट का नाम लिस्ट में तो जारी कर दिया जाता है लेकिन वह नामांकन नहीं कर पाए इसके कई सारे कारण हो सकते इसके बाद नवोदय विद्यालय सीट खाली रह जाती है इस सीट को पूरा भरने के लिए नवोदय विद्यालय समिति द्वारा दोबारा वेटिंग लिस्ट जारी की जाती है अर्थात जिन बच्चों का नाम प्रथम लिस्ट में नहीं आया हुआ था उन बच्चों का नाम वेटिंग लिस्ट में खाली सीट के अनुसार जारी करती है
